Movement
Across the West End, there are settlements, places of commerce and work destinations that are currently poorly connected by means other than roads, meaning many remain reliant on cars as the most convenient mode of travel.
Our mobility vision is to develop an “Arc of Connectivity”, acting as an expressway for residents to access walking routes, cycle routes and bus routes to improve connectivity in the West End, reducing car reliance by creating high-quality active travel networks.
The Arc would enable residents to move easily between local schools in Clyst St Mary and Clyst St George, employment at Hill Barton or Odhams Wharf, retail and leisure at Dart’s Farm or Crealy, and wider destinations such as Winslade Park, Topsham and, through Marlcombe, Cranbrook, Skypark and East Exeter.
By supporting bus services, cycling, walking and shared mobility, the Arc will promote sustainable transport, reducing pressure on road systems.
The site can also support a Park & Change facility, where people in this part of East Devon can park up their cars and travel the final leg into Exeter by lower-carbon means, such as walking, cycling, by bus or car sharing.
Crucially, delivery of our site in association with other West End proposals such as the second new community at Marlcombe, would create a step-change in sustainable travel, giving local people genuine alternatives to the car and connecting everyday services and destinations in a way that has not previously been possible.
The key features of the connectivity arc are:
- Active Travel Networks: High-quality walking and cycling paths will be developed, making these modes of travel more convenient and attractive
- Shared Mobility: The arc will support various shared mobility options, including buses, scooters, bike and car shares, and potentially future mobility modes like connected autonomous vehicles
- Local and Regional Access: Residents will have easy access to daily needs within the development and to nearby destinations, promoting a shift from car travel to more sustainable modes
Site access
Vehicular access to the site can be achieved from both the A3052 and the A376, ensuring traffic is dispersed across the local network rather than concentrated at a single point.
On the A3052, access would be provided via new priority, or roundabout junctions close to Hill Barton Business Park and Crealy.
On the A376, additional connections can be phased to support early delivery of the site and provide flexibility in traffic management.
Together, these arrangements form part of a vision-led transport strategy, where road access is integrated with the Arc of Connectivity and other sustainable travel measures, helping to reduce car dependence, minimise congestion, and enable growth to be delivered in a coordinated and resilient way.
Mobility hubs
This site can set a strong standard for 21st century sustainable design in the region with innovative travel measures implemented through a site wide travel plan, to include the provision of a Mobility Hub containing:
- Package Delivery Lockers
- Bus interchange within the site
- EV charging
- Community car share scheme with EVs
- Cycle Lockers for community bike share
- Fixed bike repair facilities
- Digital public transport and walking/cycle route information hubs
- Potential for a community owned facility to share usage of E-bikes and E-scooters.
